Meeting of January 6, 2014, Spenkel Room

Meeting Called To Order:  5:38 p.m.

MEMBERS PRESENT:  Pat Botteron, Betty Warren, Roy Normen, Jeff Folger, David Romejko, Herb Asplund, Mike Gantick
MEMBERS ABSENT:  Carol Heffler, Louise Evans, Bart Pacekonis, John Caldwell

  • The December 12, 2013 minutes were unanimously accepted.
  • We reviewed the Quarry Brook three parcels.  The newest housing in this subdivision was built around 1987.  Three lots were approved by PZC but denied by IWA.  Lacava Const Co. made, and received an application to IWA for approval to build a house on one of the lots.
  • The remaining lots are proposed to remain un-built with conservation easements placed on them.  The present owner offered the lots to the Town as open space.  The two lots being offered are side by side, the majority of the land area being wetlands.  It is not easily accessible to the public.  There is a sidewalk that fronts both these lots and procurers of these lots would be responsible for snow removal.  The consensus of the Committee was not to have Town ownership.  The Town has declined to owner’s offer due to lack of usability by the Town and the requirement to maintain the sidewalk in the winter. The owner may seek other ownership options such as : the abutting owners taking title to these lots, or the South Windsor Land Trust may like to acquire these lots.  Asplund, representative of the South Windsor Land Trust Committee is looking into this possibility.   

Botteron asked to define fee in lieu of – Folger said it must be requested at the time an open space sub-division is being developed.  The monies from fee in lieu of are put in a separate account and can only be used for purchasing land for Town ownership.


The committee looked at first draft copies of the application process and a flow chart for when a parcel is presented to the Town for possible ownership.   


Property Updates:   Jones Property, Avery St. will be appraised in mid-January:  King Street Property is still pending:  Mangene Property, Route 5 is pending with the South Windsor Land Trust due to back tax issues:  765 or 625 Sullivan parcels have not had any offers.
